In this review I will discuss the article by Amy Zalman and Jonathan Clarke, the Global War on Terror: A narrative in need of a rewrite (2009) taken from Ethics and Affairs, Journal of Carnegie Council. I shall agree to the points which Amy Zalman and Jonathon Clarke have raised to suggest that United States should develop a framework to encourage the primary education of terrorism rather than keeping the nation fearful about another incident in United States after 9/11.

The theme of the article is terrorism and the war on terrorism. This article is well-researched as is based on the terrorism as a narrative and its fearful affects in the American society. This article stresses on the need of the framework to counter terrorism.

The author Amy Zalman describes the war on terror as the narrative which was made a part of foreign policy by George W. Bush. The initiative for a war on terror was taken when the terrorist attacks were increasingly concerning the US defense. The author has described by proving the list of events that took place in the presidencies of Bill Clinton and George W. Bush. The bombings of U.S embassies in Tanzania and Kenya in 1998 brought Osama Bin Laden in the sight of the U.S army (p. 102). Later when attacks on World Trade Centre and Pentagon took place, the infrastructure to counter these terrorist attacks was provided by George W. Bush.

Amy Zalman and Jonathon Clarke further described that terrorism was made larger than life phenomena due to its embedment in the American society by the government agencies. This was also done by the media telling the stories. Due to these stories embedded by the media, terrorism narrative forfeited in the defense and intelligence communities that resulted in the opening of detention camps (Nacos, 2002, p. 33). In these camps including that at Guantanamo Bay terrorists were detained and investigated without civil rights to justice and which is the reason that these camps received closure orders from the president Barack Obama (p. 109).
